Notice of Public Hearing

TOWN OF WILLISTON

September 19, 2018, 7:00 PM

The Williston Planning Commission will hold a public hearing to consider an amendment to the Williston Unified Development Bylaw on September 19, 2018 at 7:00 PM.  The public hearing will take place in the Planning Office Conference Room located in the Williston Town Hall Annex building located at 7878 Williston Road, Williston, Vermont 05495.  Any interested members of the public are welcome to attend and participate.  Public comment at this hearing is welcomed and encouraged.

The proposed amendments to the town’s Unified Development Bylaw are all amendments to Chapter 11, Growth Management. Proposed amendments include:

  • Strengthening the energy efficiency requirements for allocation.
  • Exempting units that will be perpetually affordable at 80% of the Area median Income form the requirement to obtain allocation.
  • Limiting the exemption for allocation to minor subdivisions that do not meet the minimum score required for allocation to projects proposing no more than two dwelling unit equivalents per year on parcels smaller than 10.5 acres in size
  • Replacing the requirement for allocation certificates with a requirement for applicants to present Notices of Decision regarding allocation when applying for construction permits.
  • Exempting projects with scores of 70 points or greater from the allocation portion of development review.
  • Eliminating the expiration of allocated units and replacing it with a “slow build:” provision for projects that cannot meet their allocation schedule.
  • Subjecting all lots approved under prior versions of growth management to the new rules proposed for expiration and “slow build” provisions.
  • Allowing projects that have commenced construction within their allocation schedule to proceed building all of their allocated dwelling units at any time within their overall allocation schedule.

Interested parties may view a draft of the proposed changes on the Planning and Zoning page on the town’s website at https://www.town.williston.vt.us/index.asp?Type=B_BASIC&SEC={E312461F-61A7-40AC-921F-BB9D45F44C35}&DE={29840641-9389-41EF-8E70-16E60C6438D9}
